Gnome in New Orleans

Outside of Café du Monde in New Orleans, we saw a lot of people dressed as pirates. There was some event going on at a club, so this made sense .But the one random gnome? Was he trying to put the "G" in "Gnew Orleans" maybe? I got nothing.
